The Certificate 3 Guarantee program is funded by the Queensland Government and forms part of the Queensland VET Investment initiative, which supports eligible individuals to complete their first post-school certificate III level qualification and increase their skills to move into employment, re-enter the workforce or advance their career
The program also supports school students to access training and Queensland’s Year 12 graduates to transition to employment by providing free training in high priority qualifications

TLI31216 – Certificate III in Driving Operations
TLI31616 – Certificate III in Warehousing Operations
ELIGIBILITY
To be able to access this funding, students must meet the following criteria:
- Be aged 15 years or above and no longer enrolled at school
- Permanently reside in Queensland
- Satisfy one of the following:
- Australian citizen
- Satisfy one of the following:
- Australian citizen
- New Zealand citizen
- Australian permanent resident (including humanitarian entrants)
- Temporary resident with the necessary visa and work permits on the pathway to permanent residency
- Not hold, and not be enrolled in, a certificate III or higher-level qualification. Note that this does not include qualifications completed at school or foundation skills training
As a condition of your enrolment, you will be required to complete a student training and employment survey within three months of finishing or discontinuing your training
CONCESSIONAL ELIGIBILITY
Students or employers will be required to pay a student contribution fee as mandated by the Department of Small Business, Education, and Training. MTO Group’s contribution fees for Certificate 3 Guarantee courses are as follows:

Please note that the co-contribution fee will reduce proportionately for any units of competency a student has already completed with another training provider (credit transfer)
Students will be eligible for a concession on the co-contribution fee if they meet the following criteria:
- Student holds a Health Care or Pensioner Concession Card, or is the partner or dependent of such a person, and is named on their card
- Student is eligible under Commonwealth law for concessions under a Health Care or Pension Concession Card, or is the partner or dependent of such a person
- Student is Aboriginal or Torres Strait Islander
- Student has a disability
- Student is an adult prisoner
Once a student has completed a Certificate 3 Guarantee funded qualification, they will no longer be eligible for funding under this program but may be eligible for selected Higher Level Skills or User Choice funded training
